is there a way to produce a file of the record definitions, similar what is displayed in application designer

If you want to see the record's fields with sub records expanded, then select from PSRECFIELDDB. To understand the USEEDIT field, take a look at this forum post and this newsgroup reply.

Yes you can. You can do a SQL select against the peopletools tables for record definition - PSRECDEFN & PSRECFIELD.
