"Cynthia -
I looked back on our case and found what resolved it for us. This is the solution we got from PS Development. When we did this setup the problem was resolved. Hope this is helpful for you.

"Yes! We have had this exact experience, though we send our emails to ourselves and then forward the email to the vendor. We've gone through phases where some PDFs are not attached. I'll have to do some research as it hasn't happened…"
"Thanks for the feedback. Just to clarify - we actually use a pretty sophisticated workflow (PS 8.8, PT 8.46) already, but the business side wants to determine from a business process perspective if the workflow process we have is the most effective.…"
"Last time I looked, Peopletools 8.49.22 and above has 3 versions of Workflow. The latest is the Approval Workflow Engine (AWE) which runs in ePro and other processes. I still see Virtual Approval run some of the non-Self Service SCM apps like the…"

Does anyone do attachments on Purchase Orders? We are on 8.8, PT 8.46. I believe when we've looked at attachments in the past it has been complicated because our IT folks didn't want to put the file actually in PeopleSoft but rather have it point to a file on a network drive, but that opens up its own can of worms. Does anyone do this? If so, I'd be curious about the details of where the files are stored, how they are accessed, and what sort of security you have around the files. Thanks!
"Are you still looking for this, Steve? I haven't logged in in a while. We do eProcurement PunchOut to two vendors. If you have specific questions or areas of interest I'll provide what I can. - Miriam"
