Need to eliminate duplicate data entry for particular field

hi ,

I need to generate an error for a particular filed,for example requisition number (when duplicate value is entered) with different effective date.

Why not create a validation at the point of entry for both req # and effective date? If the combination is found then return an error. (if -then)
